· We received an urgent call from the CFO and CEO of 400 bed urban community hospital to assume the role of Interim CIO and assess their current IT environment.  Within the first several days of the project we determined they had made little visible progress towards achieving Stage 1 Meaningful Use (MU). The deadline for qualifying for full incentive payment was only 9 months away. Major accomplishments during our nine month project included:

 

· Completed a thorough assessment of IT and made recommendations many of which were implemented during our tenure as Interim CIO. 

· Developed a Strategic Plan for IT

· Determined client was immediately eligible to attest for Medicaid MU incentives under the Adopt, Implement or Upgrade (AIU) rule. Client received over $4M in Medicaid incentives for which they had not know that they were qualified

· Provided executive level guidance and re-direction to a floundering CPOE implementation project. Project exceeded expectations and provides a strong baseline to build upon

· Established interdisciplinary Steering Committee to guide the overall efforts in achieving meaningful use. This included organizing workgroups, buying additional products/services needed to achieve full compliance, implementing project reporting and goals, preparing for potential audit defense and more.  Client is now on track to attest for $1.6M in MU Medicare incentive payments

· Evaluated IT outsourcing options at request of executive management

· Concurrent with outsourcing evaluations, developed a future state IT organization chart, representing growth/changes needed in the departmental resources, as well as transitional steps to get there

· Introduced early stages of governance for overall IT management and for  physician engagement/adoption is clinical IT efforts. Provided plan for more complete adoption of governance 

· Arranged for comprehensive Privacy and Security assessment and remediation plan needed for both HIPAA and MU compliance 

· Lead efforts to search for and engage a prominent consulting firm to provide guidance, support and resources to accomplish upcoming ICD10 deadlines

· Provided additional expertise from CCG staff as needed in areas such as Infrastructure planning/requirements, CPOE and  HIM/coding   

· Stabilized and improved IT culture and executive/user perceptions of IT 

· Assisted in recruiting for and the hiring of a permanent CIO 

· We received a request from this rural health system to help perform an “EMR situation analysis and Assessment”  This included a review of the current IT systems and solutions providers as well as an evaluation of alternatives. This hospital manages several outlying clinics, a home health agency, nursing home and a significant Behavioral Health program. Our project identified the cost, benefits and risks of alternative IT solutions.  The solution selected allowed the organization to utilize the most functional software at an affordable cost by sharing with another health care provider. Major activities included:

· An analysis of readiness to meet meaningful use requirements

· Organization of a selection committee and the evaluation strategy and methodology to be used

· The development of a requirements document that included:

· Financial Applications (G/L, Payroll , HR, Timekeeping, ERP, Quality, Utilization and Risk management, etc)

· Inpatient applications (ADT, ED, Labor and Delivery, HIM, Nurse Scheduling and Acuity, OR, Allergy, Oncology, Laboratory and Microbiology, Pharmacy, Radiology, Therapeutic Services, Cardiovascular, CPOE, EMR, Patient Portal, EMPI, Scanning, CCD, etc.)

· Ambulatory applications (Practice management, EMR, prescribing, etc.)

· Behavioral Health Applications

· Identification and review of realistic alternative solution providers including the development of a comprehensive list and criteria to help identify the most promising solution providers

· Development of an RFP and management of its distribution, responding to vendor questions, follow-up assessments and summarization of the responses.

· Development of materials to help assess the proposed alternatives and reduce the candidates to the most favored solutions based on fit, risk and cost

· Development of materials to support onsite presentations (Scenarios for the vendors to address) and to support site visits to vendor customers

· Summarization of all the data regarding alternatives into a tool to assist in the selection of the preferred solution(s)

· Assistance in negotiation of a contract with the selected vendor

· Review of the implementation plans and staffing requirements

 

 

“Cavanaugh Consulting Group” is the registered trade name for “Cardinal Consulting, Inc.” (an Illinois Corporation) started in 2000 by two retired  PriceWaterhouseCoopers Health Care Information Technology Partners and a Health Information Management Systems Society Chief Information Officer of the year who was also the founder of the standards organization Health Level-7.
